He graduated from Taras Shevchenko National University of Kyiv (Ukraine) in 1992, then was granted a fellowship through the Edmund S. Muskie Graduate Fellowship Program to pursue graduate studies in the United States.  He completed his LL.M. degree at Columbia Law School (United States) in 1994 and has also studied at the George Washington University Law School (United States) and the International Institute of Human Rights in Strasbourg, France.
